Another DrawOrder question 1

I attached an image of a map to the drawing in model space. I then go to Layout (paper space), and open a viewport to size the map. When I add my leaders and text in paperspace, it dissappears from the display beneath the image in the viewport. DrawOrder has no effect on elements in another space. In other words, I can't get the leaders and text to display on TOP of the image unless I put all elements in either paper space or model space. Print preview and plotting work fine, it just doesn't display properly.

Am I doing something wrong or is this just the way Autocad works? I'm using 2002.
