I have a soils report which limits the deflection of the continuous footing to l/240. I have been given the criteria of vertical subgrade modulus of 100 lbs/sq in / in of deflection and 1,000 psf bearing. I have never been given the Subgrade modulus before, not sure of the application.

It sounds as if you have a poor soil with only 1000 psf bearing. The subgrade modulus simply tells you how much deformation you can expect. At 100 psi (14,400 psf) you could expect 1", so at 1000 psf you could expect 0.07".
