API 20E BSL-3

Starting to dig into 20E. I do not believe I am picking up on everything required by me (the Manufacturer) under BSL-3.
So things to look at when it comes to BSL-3:

1. Do not buy Continuous Cast steel, So buy "Ingot cast steel"?
2. chemical restrictions are met.
3. Re-Do Product analysis to A29
4. Re-Do Mechanical testing
5. Micro to E45 for inclusion content
6. Grain Size 5 or finer
7. Micro= mainly Martensite
8. Macro S1R1C2
9. Something about Banding E1268???
10. Hardness restriction are met
11. 100% hardness tested
12. 100% Mag Part/Liq Pen
13. 100% Volumetric
14. 100% DIM Inspection
15. Mark "API 20E-3"
16. Ship 'EM!

What did I miss?

Before you buy your ingot cast steel, you must perform an on-site quality/technical audit of the producing mill.
 
Are you buying heat treated, threaded rod to cut into studs? If so, you aren't a manufacturer, so you can't certify to 20E. Product must be manufactured to meet the spec, not inspected to meet. That won't work.
How is the heat treatment done? Furnace loading requirements must be met. Induction heat treatment not desired (probably won't meet BSL-3 requirements).
