In terms of API 2C cylinder design requirements, spec states "Cylinders shall be designed using the force induced by the loads specified in Section 5". This simply states loads and does not specify which load.
Section 5 is the breakdown of all loading (onboard, offboard, side, etc). For an offboard loading condition, the factored load is the safe working load of the hook, SWLH, multiplied by the vertical dynamic coefficient, Cv. One could also state the load specified in section 5 could be the SWLH.
For a crane to be capable of lifting a specified offboard load of 5T, for example, could you specify that the design load is 5T since API 2C does not dictate that as a factored load?
