API 581 Severity Index?

I have a similar question to this thread (thread338-366133).

What is the basis of assigning these numbers to the different damage mechanisms? e.g. Why 5000 for High in Cl-SCC; 1000 in Carbonate SCC and 100 in Ammonia SCC?

Is it based on experience only? It would be a bit strange since API 581 is for quantitative assessment!
