API 5L GR. B Pipe classified as not acceptable on the b311 code 1

Appendix A, Table A-1 of the ASME B311, General Notes (1) says that "This material (API 5L Gr. B) is not acceptable for use on boiler external piping. General Notes (13) also states "this material is not listed in the ASME Boiler and Pressure Vessel Code, Section IX."

Having specified our pipes to be API 5L Gr. B and the Code being B311, is there a conflict with our specifications? Our large diameter pipes are specified as SAW/ERW API 5L Grade B.

ANSI B311 lists P-numbers. Does P-numbers mean welding procedures only? with API 5L Gr. B is under P-1, it still is indicated as not listed under the ASME IX.

I don't have a copy of B31.1, however it would indeed appear that it is not allowed under B31.1, at least if your quotation is accurate. 5L is not suitable for high temperature service. P means "Pipe".

The ASME B31 Code for Pressure Piping, B31.1, Power Piping adopted the ASME B&PV Code method of assiging "P" numbers and "S" numbers (ASME B&PV Code, Section IX, QW/QB-422) to reduce the required number of welding procedure qualifications. These numbers are based upon chemical composition, weldability, and mechanical properties.

API 5L, Grade B is a B31.1 listed material. While this material is excluded from BEP, it is acceptable for other applications (in other pipin) in power plants. Regardless of the material's "P" number, specifying API 5L, Grade B pipe for use in Boiler External Piping would not be compliant with the ASME B31.1 Code for Power Piping.

Boiler External Piping is essentially subject to ASME Section I. As such, pipe must be ASME SA materials listed in ASME Section II or as permitted in ASME Code Cases.

 
sirs, does it follow then that our material specification of API 5L pipe is in conflict with our project governing Code B311? Since we cannot change the Code currently referenced for the design, we will change the pipe specification from API 5L to A53 as this is allowed by the Code. thank you again indeed.
 
For all intensive purposes, yes, you should change the specification to A53 if the bulk of your project is B31.1 jurisdiction and contains BEP piping.
