API 5L standard pipe size limited

Hi!
I would like to ask about limited size for API 5L pipes.
In this standard (2004) in table 1 we can read note B:
"PSL 2 is limited to size form 4,5" through 80"

Please answer me, It means that i can't buy API5L Gr.B pipe lower than 4.5 inch?

but in API 5L standard dated on 2007 i can't find this of kind information.

Ask your mill or supplier, or specify an equivalent asking for pipe to be supplied to something such as "API-5LB, ASTM A106-B", or equivalent grades may be substituted on meeting additonal approval criteria, usually approved in advance, in writing and by the client.

I try to choose material for a possible delivery, and customer wants API5L material (rather different is not an option) and I try to understand/know how to understand this note.

Personally, I think that this means that the pipes in the type of PSL2 are produces 4.5" and more. And I need someone who confirm or deny it, because in the 2007 API5L standard can not find such information. It may be something changed?
I must added that in this case i prefer type of PSL2

Maybe someone has a experiance with API 5L pipe in type PSL2 from 3/4" to 4" inch?
 
Its not to say that you can't get a mill to produce API 5L at any diameter or wall thickness, just because the dimensional standards don't mention such a thing. You can often get whatever you pay for, including pipe that meets many different specifications all at the same time. That's why I said to contact your supplier. Never know sometimes what they have. And I'm sure your client didn't mean to exclude better quality pipe when he said API 5L, especially if you don't have to special order it.
