API 5L X65 pipe welding

Dear Engineers,

I have a query regarding welding electrode for API 5L X65 pipe. Given this pipe tensile strength is 77Ksi (base metal). Are we allowed to weld using E7016 electrode for SMAW?

Just FYI, based on KObelco welding handbook E7016 (LB52U) have the tensile strength of around 79Ksi.
