Can a tank build according to API 620 App Q (refrigerated) inspected using the API 653 standard??

Yes, API-653 may be used for the inspection of any tank built to a recognized Code or Standard. The only problem is that the evaluation of the inspection results are not covered adequately in API-653. You would require the services of a Tank Engineer to sort those issues out.
