API 620,

Hi,
I am working on API 620 Application for calcuations, so Is there any one who help in finding the thickness of shell plate. I hav following given data,
Tank inside dia :17000mm , Tank Height : 9800mm,
Design Internal/External Pressure : 4500/-100
Temp: 65 deg C,

I want to know the hydrostatic test Height of tank, Total pressure P1+Pg, How i can find the P1 in hydrostatic test condition?
How i can compute the T1,T2, S1, Sc in external Pressure calculations,
