Hello,

A peer in the industry has asked about designing piping supports with a spring hanger close to the inlet/outlet flanges due to tank settlement and if both empty and full pipes scenarios must be considered per API 650? He was asking as he had trouble meeting allowable nozzle load in either situation.

My reading of Appendix P is that it doesn't care which scenario you choose, it provides the maximum load allowed on the nozzle and as such, whichever scenario creates the greatest stress must be taken into account. Please let me know your take on this.

You have to identify the moments and forces acting on the nozzle. Annex P does not care how these loads were created. You then have to identify the actual stresses and compare to your allowable stresses. You will be able to know if you need to add additional reinforcement or not.
