API 653 repair,,, Door Sheet cut above the chime 8",,, No hydro required 2

The above subject text was mentioned to me.
I have never seen such verbiage in the code that indicates cutting a door sheet is not a major repair.
Help please.

A door sheet is a major repair. It can be hydro exempt if it is cut above the chime an appropriate distance (12.3.3.3.8) and specified weld prep and NDE followed. It's all in API 653 section 12.3.3
 

API 653 the relevant clause;

12.3.2 Hydrostatic Testing Exemptions (Major Repairs/Alterations)
12.3.2.1 General
A full hydrostatic test of the tank is not required for major repairs and major alterations if 12.3.2.2 is satisfied plus
either of the following:
a) appropriate parts of 12.3.2.3 through 12.3.2.6, or alternatively;
b) fitness-for-service evaluation per 12.3.2.7.

Check your conditions as per the above requirements..
