API 660 - girth flange, loose ring type?

Does API660 allow loose ring flanges as a girth flange for shell and tube heat exchangers? Welding detail according to attachement. (no hydrogen)

The girth flange isn't an attaching connection, with this is ment the nozzles etc, is it?

Quote API660:
9.5.3 All welds attaching connections to cylinders or to heads shall fully penetrate the total thickness of the component wall or the connection wall forming the attachment.
9.5.10 Full-penetration welds shall be used for those components that will be exposed to hydrogen at a partial pressure (absolute) exceeding 690 kPa (6.9 bar) (100PSI)

Does API 650 apx. V have a recommendation for insuring the tank bottom (not at the junction) is not overstressed in the vacuum condition? If so are their any acceptable ways to hold it down other than equvalent product head on to of it or intermediate anchors?
