Can someone help explain what does Tolerance of +4% for the rated power in API 676 means?

I have a progressive cavity pump and based on the FAT report the absorbed power is 0.07 kW, the basis of tolerance is +4% of motor rated power based on API 676 (min = 0.07 and max = 0.15 kW)
The actual rated power of the motor is 1.1kW (based on the name plate). I am confused what does it mean for the absorbed power of 0.07 kW and how the min and max range was calculated.

What is the total power when the pump is working?
The 0.07kw absorbed is power loss due to internal friction.

The available power at motor shaft at design temp is 0.82 kW, rated power of the motor is 1.1 kW. Please further explain the +4% tolerance per API 676 means.

Given your pressure, flow, and fluid properties what is the expected power required to pump?
This should come from the manufacturers data sheet.
And that number should be +/-4% of the actual.

Eh?

You have a 1100 W motor to power a pump taking 150W.

Why?

The 4% is meaningless here.
