Please provide which code mentioned the requirement of API 6A Flange 3000#,5000# PWHT requirement.

Quite clear in API6A that if you are welding flanges to built equipment to API6A then refer to ASME IX, (See 6.3.2.3). There are also other requirements in API6A.

But if you are using the flanges to build a piping to say B31.1 then you need to refer to that code for when PWHT is required.
