API 6A PSL3 Material Requirements

Does anyone know if it is possible to qualify API 20th edition material to 21st edition? PSL3. I use mainly 4130 alloy and 17-4 HH1150. I am starting to see some material come up that meets 21st edition PSL3 but I am afraid the availability will be slim when November hits. Also, can someone explain the change in QTC from 20th to 21st edition? If I'm understanding correctly, the QTC jumps up a size for bars larger than 5"? Thanks in advance.

Are we talking Casting, or forgings. I believe you can send material to be re tested, but i would guess you would have to prove its from the same heat lot, and batch and all that good stuff. Castings have a CSL level which is dictated by API-20A so that also has to be considered. As for are the QTC for PSL-3, i thought it was the E.R. had to do with the thickest wall not to exceed 5". Please correct me if i am wrong.
