My understanding and it is our practice of API 6D is that the NDE is optional unless specified by the Purchaser. The para. you are referring to basically specifies time and material state of the tests. Therefore, if MT/PT or UT is specified, they shall be performed after the material is heat treated; as for RT, it should be performed after heat treatment but if required otherwise (in other stage of the manufacturing), it should be done so required.

The art of supplying material with correct type of tests and certificate is always to maintain and have an open conversation with the end user. For all questions you have, the end users have the answer. To move forward you will have to be fast, accurate and show initiative.

In stead of asking what you should do, find out what you could do at what you believe is minimum required, and for what cost and time. Formulate then your questions as a proposal: 'To fulfill your requirements we are prepared to do tests x and y, certified with certificates type xx and yy. Other tests and certificates are as far as we understand, optional and not required. We need your accept and/or comments within aa. to fulfill a deliverytime whithin zz.
