I intend to create a reverse flange that can accept studs on both sides. The ID of the flange will be the ID of the pipe and the OD will be the OD of the flange. Basically a hollow cylindrical piece with tapped holes on either end.
According to Interpretation VIII-1-86-171 and UG-14, I can not use hot-rolled bar but I can use a forged bar. But in specification SA-182 5.4 it states that the material shall be forged as close as practicable to the specified shape and size. Except for the tapped holes and center hole a forged bar meets this requirement. I can not use a forged ring since the ID is too small.
Am I correct in assuming that I can machine a forged bar into my piece?
