Arch Bridge Culvert

I have a small bridge replacement project that I have to get permitted and I'm trying to model an arch bridge culvert and I'm not having any luck. How do I model this to see what my flows would be through the culvert compared to the existing opening?

Presumably you would model the bridge using the old and new geometry, and compare the results.
