Are the pipes or materials of standard NACE MR0175 /MR0103 API5L Gr.B ...rust??

Yes, without costing protection, steel pipe will be rusted in the outdoor yard.

And depending on how long it has been in the sun the coating may be no good.
There are companies that do nothing other than clean improperly stored pipe.
