There is no requirement for energy values only lateral expansion. how ever I have had clients (one any way) that only would accept energy absorbed, there acceptance was 45J single and 50J average. This was for S31803 duplex.
 
A lot of users ( I certainly am) are now overlaying ISO 17781. QL II can be considered as a bit lenient. Quality duplex should have no problem hitting QL I
