AS1170.2 2011 Parapet Reduction Factor

I noticed that the parapet reduction factor in AS1170.2:2011 doesn't allow reduction for the RC1 case with local pressure factor (KL) of 3.0.

I am designing a sturcture with a large parapet that reduces the RA1 and RA2 cases by 0.5, but figure I can't reduce the corner local pressure factor from 3.0 at all!?

Surely there has been an oversight from the previous AS1170.2:2002 and a large corner parapet could reduce the local pressure factors at the corner?

I would assume an oversight and apply it to RC1 also.

assuming the parapet returns around the corner, it would also apply. if not then I think not.
