AS1657 and safety factors

Hi gentlemen,

AS1657 refers to AS1170 standards. In AS1657 there is design load of 550 N or 600 N for hand rails. Is this the design value to be used in calculation or should this be multiplied by safety factor 1.5?

They are treated as a live load, so multiplied by a load factor of 1.5 for ULS. No load factor for SHS.

Can you also tell me which part of the srandard tells this?
I would like to learn to read these AS standards.
 
It's classified as an imposed action in 1170.1 (i.e. Q = live load) , load factor for imposed actions in 1170.0 is 1.5.

SHS should have read SLS in my previous reply.
