ASME 3% pressure loss Calculation

I am working on a system calculating inlet pressure loss for a PRV and this question came up between coworkers. The situation is that there is a straight line leading into the device being protected. Prior to the device, a tee branches is installed where the device is inline with the flow and the perpendicular branch leads to the PSV through some piping and elbows. When calculating the inlet pressure loss would you include the tee in the calculations or would you consider the inlet piping to only include the piping from the tee on? I cannot find any solid reference in ASME thus far, if anyone knows of a good codes and standards reference please let me know.
