ASME Appendix 2: Hot-Rolled Bar

ASME VIII Division 1 Appendix 2-2(d)(2) states that bar stock may be used to make hubbed flanges as long as the bar stock is "formed into a ring". Does that mean that one can simply drill out the center out of a bar?

We are specifically looking to use hot-rolled bar to manufacture a hubbed flange (only hot-rolled billet, forged billet, and forged bar are specifically mentioned in 2-2(d)(1)).

Short answer, no. Buy a ring forging.

I've read those parts as well. I'm trying to understand what the code means by "hot-rolled billet". The definition of a billet is metal in a semi-finished condition and is intended to be further processed (e.g. forged) before being used for a finished product. App 2 states that we can use a hot-rolled billet. Does this mean that we can make a finished product from metal still considered a billet (after some hot-rolling) or that we need to start with a billet and fully process it through hot-rolling (essentially turning it into a hot-rolled bar).

It seems like the code is trying to say that a hot-rolled bar may be used if it was produced from a billet rather than, for instance, directly from a casting.
 
Hubbed flanges can be supplied from hot rolled or forged billet or forged bar. These forms are processed using work reduction ratios to ensure uniformity of material originally supplied as an ingot or from continuous strand casting.
