I guess this is an engineering practice. I reviewed ASME B16.5, ASME B16.47 and Sec. VIII Div.1 as well. There are no such information.'Back in the day' my company's manufacturing drawings, which included such flanges, simply stated on the drawing 'Break all corners/edges'. In practical terms, this simply meant the tip of the cutting tool simply touching the corners and/or the deburring operation/operative hand running a larger size drill in the holes to 'break the edge'. In other words common sense was applied.

I wouldn't go more than 1.5mm.
