ASME B16.5 Flange Temperature-Pressure Rating Calculations/Origin

Dear all,
I am trying to look at how the B16.5 pressure-temperature ratings were calculated. Since the entire flange fitting has been taken into account (including components such bolts) for the pressure-temperature ratings for a B16.5 flange material, does anyone here know how they qualified the bolts for use with the flange?

Was Wm1 and Wm2 calculations as per ASME Boiler and Pressure Vessel Code Section VIII - Div 1 Mandatory Appendix 2 used, and then compared to the bolt's strength room/ code specified temperature? Or were the bolts included in the flange ratings based on practical experience?
