ASME B16.9 wrought Tee with weld within it

Section 1.3 of ASME B16.9 specifies the following:

“Fabricated laterals and other fittings employing circumferential or intersection welds are considered pipe fabrication and are not within the scope of this Standard.”

If two halves of a large tee are forged then welded together with 100% radiography of the weld is there a way of allowing the Tee to remain compliant with ASME B16.9?

I believe so, as it aint a lateral or other fitting not listed in B16.9. It's a tee. Stainless steel tee's (and other fittings to B16.9) are often made using welds, e.g. acc A403 WP316-316L-WX, where the -WX identifies a weld with a certain amount of NDE on the material.
 
Tee welded in two halves does not comply to 1.3 of ASME B16.9.
