Can we hydrotest piping with HDPE LINER to ASME B31.3 .If we perform the hydrotest of piping with HDPE liner whether it will satisfy code ASME B31.3 . If yes, is it mention in B31.3 ?.

The design pipe material governs the B31.3 requirements, not the liner. One assumes that the pipe system is flanged to permit lining the individual spools. Or are you intending to insert long lengths of HDPE pipe into a welded steel pipe system?
 
B31.8 has a procedure for setting the MAWP on a lined pipeline. I did the calcs and was pleasantly surprised at the huge increase in MAWP for a Sched 5 8-inch pipe (don't ask) by pulling an HDPE liner. Since the calculations for MAWP are in that code, I felt confident designing the static test per B31.8. I've never looked at B31.3 to see if the the composite MAWP equations were there too.

Yes, its a not very long piping,but Contractor wants to hydrotest the piping with HDPE liner (APPROX 10MM THICK) on ? Is it acceptable?
 
I believe it is. The relevant chapter is chapter VII. item A345.4.2 for "metallic piping with a non metallic liner" states that 345.4.2 applies. 345.4.2. is the "standard" hydrotest procedure. I don't believe for PE, 31.3 provides any allowance for an increase on stress.
