Hello everybody!
I'm working for 1 project in East Asia and have a trouble with ASME stamping that:
All boilers manufactured by an ASME S-certificate holder, will have S-stamp And can I completely believe that this boiler designed and manufactured with according to ASME Code?
How can I deal with suppliers to ensure that my boiler has ASME-quality?
Please help me to clear this question!
Thank all!

Dear nhlong,

Boilers are manufactured by reputed companies only who have all the necessary clearences. Check the credentials of this manufactures, since how long has he been in business, to whom he has supplied boilers, etc.

Boiler having ASME quality is secondary compared to the reputation of its manufacturer.

Dear Dhurjati Sen,
Thank for your answer.
I know that the reputation is really important but there are so many companies like that (Mitsubishi, Babcock Wilcox, Siemens, etc.) and I need a standard to make my selection easier.
Now I can only base on ASME quality.
Do you know some standard like that?

Equally important to the ASME certified and company reputation, you may need to hire a third party to perform the shop inspection and witness the testing. It's typical for the either domestic or international MCP projects. Good luck.

Dear nhlong,

Nice to know that you are going for reputed companies. Since you would buy a new boiler, you already know its type, its capacity, rating etc. and also if it comes with an STG, GT or whatever. Once you float the enquiry, you would find that some of these reputed companies do not make your kind of boiler and you would be left with only a few choices.

Why complicate matters with an ASME quality? In case you really need it, all of these reputed companies would give you a written undertaking that their boilers are indeed as per ASME. You need to put that clause with the initial enquiry itself, else insist for it in the pre-bid meetings.

You trust but verify. Things can happen in the shop that result in requirements not being met.

You place a QA/QC person who represents your interests to ensure design, fabrication are followed and any non-conformances are dispositioned.

Just to add to metengrs comments.
Prior to selection you and your Quality Representative (and any other relevant personnel) perform what is sometimes called a "Pre-Award Quality Audit" at various companies.
Review is conducted on all quality documentation (Company Quality Plan, example ITP's, welding procedures, welder qualifications, inspector qualifications, testing procedures, etc, etc)to ensure compliance with the relevant ASME code/standard.
Then an inspection is performed of the fabrication facilities for size, safety, cleanliness, standard of workmanship etc, etc.
This information is then used to determine the selection of the company to be awarded the project.

During the fabrication stages a QC Representative is then present (either full-time or random visits) to ensure all quality requirements listed in the contract are complied with.
Hope that helps,
Cheers,
Shane
