ASME BPVC Section 1 and Section 8 - Welding non-pressure attachment to anchor bolt gussets

Hello,

I have a question of where I can locate in Section 1 and Section 8 of the ASME BPVC code that it is OK to weld a nonpressure retaining attachment to the anchor gussets.

We are adding better grounding to a boiler and a pressure vessel and the contractor has suggested welding a tab to the support gussets at the bottom of the vessel and boiler.

Generally speaking, if a thing is not prohibited it is permitted. You won't find this specific directive in either Code.

The problem with sloppy work is that the supply FAR EXCEEDS the demand
 
The grounding lug isn't considered part of either code, and the support skirt gusset also isn't covered by either code. So the weld you're describing is outside of the scope of the ASME BPVC.

What's the concern exactly? I see very little risk in a fillet weld to a gusset. It may even strengthen it.
