ASME BPVC Section IX: F-Number qualification for GMAW CRO

According to ASME BPVC Section IX:

If a welder has a single qualification for a GMAW process (QW-255) where the base material has P-No. 1 and the filler metal has F-Number 6, is he qualified to execute claddings according to a different WPS which is a special process GMAW CRO (QW-255.1) where the base material has P-No. 1 but the F-Number is not an essential variable?

I believe the answer is yes if the CRO process uses a filler metal with F-Number 6.
If it uses a filler metal with a different F-Number, even though it is not an essential variable in the WPS, as per QW-433 the welder is not qualified to execute the cladding.

Can you confirm my interpretation or correct me if I am wrong?

Yes you are right. for performance qualification variables, QW-381 states to refer QW-350/360 (general essential variables) to be followed.

A point to correct that though F number is not an essential variable for WPS, A number becomes essential variable for CRO which is almost equivalent to F-number.
