Background Info:
Dealing with an ASME vessel that is MDMT -274 F. Material is A240 - 316 SS
Welding WPS/PQR is qualified with impact testing at -320F. Welding is per ASME IX.
Welding consumables meet the requirements of UHA-51(f)(1), (2), and (3) but i'm not sure if they meet UHA-51(f)(4).
Situation:
Welding consumables were not purchased as 'pre-use testing' so they do not include impact tests at low temp on the manufacturer MTR. Vessel manufacturer is deciding to impact test the welding consumables themselves per UHA-51(a) to qualify them for 'pre-use' welding. Vessel manufacturer is doing this buy welding test coupons with the consumables in question, and sending coupons to lab for impact and lateral expansion testing. The test results meet UHA-51(a)requirements.
Question:
Does satisfactory impact testing and lateral expansion testing per UHA-51(a) on the coupons qualify the vessel manufacturer to use these welding consumables lot (even though they are not 'pre-use' tested from the manufacturer) for an ASME vessel at this -320F MDMT ? Or can vessel manufacturer only use 'pre-use' testing consumables ? Also, the coupons were welded using SAW and SMAW process together (per the impact tested WPS/PQR). Does UHA-51(f)(c) prohibit combining of welding processes (SMAW, SAW) during consumable coupon impact testing?
Very much appreciate anybody's insight into this section of the code, it is relatively new to me.
