ASME Cutomise Flange to VIII-1 App.2

Can somebody please help me to my confusion to ASME 8?
Is it allowed to manufacture customise weld neck flange from a cylindrical forged bar material?

The specification for the materials are probably SA-105 for Carbon Steel & SA-182 for Stainless
 
Also you should read UG4 through UG14. Pay attention especially to UG14.

I think more specific to UG-6,UG-14 and App 2.
PLease correct me if im wrong, ok.
UG-6 allows me to use forge material in pressure vessel construction.
UG-14 mentions limitation of the use of forged rod or bar.
UG-14(b) is a little bit a confusion. Does it means here flanges of all types are not allowed to be machined from a forged bar?

And Appendix 2-2(d)(1), confusingly mentioned hubbed flanges may be machined from a hot rolled or forged bar...
What I know, if i will design customise weld neck, it will be hubbed flange and this allows me to machined it to a forge bar. Unless, ASME has a different interpretation on it. Please comment. Thanks!
 
I think if you follow the requirements of the flange material spec you on the right track. SA105 for example says you can't use solid bar stock for flanges.
 
Before you get to far - if the weldneck flange is of the bolted type connection - then App 2-2(a) gets you back to UG-14 which disallows the use of bar for flanges.

UG-14(b) was just added in the 2005 Addenda to clarify per Code Case 2148, the use of bar for Nozzles.
