ASME - Flat Unstayed head- Joint Efficiency

UG-34-Can I use E=1, if the flat head is seamless? Or does E have to be the joint efficiency of weld connecting flat head to shell? Please help!

The category A of weld, even if it is within the flat head (refer UW-3(a)), it can be E=1 for type 1 of welds per table UW-12. The weld of the flat head to the shell is a C category weld per UW-3(c).

Many Thanks gr2. Therefore I presume E=1 is correct for a seamless head.
