ASME impact testing of multiprocess PQRs

When performing Impact testing in multiprocess PQRs in accordance with B31.3 or Section VIII does the root pass process require impact testing when deposited thickness excluding reinforcement is less than 2.5mm? Both codes have impact exemptions for material less than 2.5mm but would the root pass fall under this exemption? Example PQR is 1" thick GMAW/FCAW and impacts are performed to -320F,the root pass was GMAW with FCAW hot pass, fill, and Cap. GMAW excluding reinforcement deposited is only 1/16"(.0625"/1.58mm) is my GMAW/FCAW WPS compliant with -320 impacts?

Have you looked in either Code? UG-84 (h)(5)(c) 2021 Ed. is pretty clear.
 
2021 ed. is very clear thank you for that. I was looking at the 2023 edition. (Not in affect yet) but the verbiage is not nearly as clear. if you have it available could you check UG-84 and see if you come up with the same conclusion.

Ok, 2023 is much different. You cannot exempt as in 2021. You need to have as much of the weld metal as possible. UG-84 (h)(3)
