Hello,

what is the range of approval for a welder he tested in pipe with P-No. 1 to 1??

I think interpreting ASME IX, QW-423.1 following:
1 through 11, 34, 41 through 49.

Is that correct???
Can he welds, for example, P47?

Keep in mind this is only one variable - base metals. Filler metals is another separate variable that must be considered.
A welder who qualified on carbon steel ( P1) using F6 would be qualified to weld stainless ( P8 with F6), but, also bear in mind that these are minimum Code requirements.
P4x would require separate qualification using F4x filler.
 
Though your answer is yes and yes,

Note that your welder is qualified for P-No. 1 through 15F, 34, and 41 through 49.

 
Mathguy is correct, meets ASME IX. However, in the 'Real World', P8 [stainless] to P8 is actually harder than P1 to P1. And P4x [inconels, etc.] to P4x is enormously harder. If your welders are using a P1-P1 qual on these other materials, X-ray the first few welds of each guy. Try to get UT ultrasound brought in for any P4x welds. Inconels are very likly to have side-wall Lack-of-Fusion so 'tight' that X-ray will not image it.
