What is the code concept?
it require PQR or not? (like AWS Prequalified)

Standard Welding Procedure Specification (SWPS) is provided by AWS for nominal cost, and is a pre-qualified welding procedure specification. It does not require a WPQR.
 
We confuse that why ASME required demonstration, if demonstration it will like you do the PQR.
 
Because if you are going for ASME stamp certification, you need to demonstrate all aspects of your written Quality program and that includes welding.
 
See Article V of ASME IX. The concept is similar to prequalified AWS procedures. However, there is still some mechanical testing or alternative RT required by ASME.

See Mandatory Appendix E for the approved list of materials/welding processes.
