ASME PCC-2 Part 4 - Laminate direction

Hello everyone,
I need some clarification with the part 4 of the ASME PCC-2 code.

ASME PCC-2 Part 4 and ISO/TS 24817 both provide equations to determine the minimum thickness of the laminate needed for repair in the hoop direction and the axial direction. Then they say the design thickness will be the greater of the two (and not the sum). If I'm using a wet lay-up system and if the fabric used in the FRP composite is unidirectional, in which direction should the fibers be aligned when the composite is applied? Since the pipe needs reinforcement in both the hoop direction and axial direction, should it be 50% of the fibers going along the circumference and 50% in the axial direction? Also, would the greater of the two (and not the sum) be enough to support the stresses in both directions?
