I am looking to build up a list of personal reference books/documents that I can maintain if / when I move from one company to another. I have several books in mind that I will probably get, but this one I'm struggling to justify due to the cost.

I've been working for pressure vessel companies for about five years now and I have never heard of or laid hands on the earlier versions of VIII Div 1 code that had reference problems in Appendix L or the subject book, ASME PTB-4, so if I were ever to move on to another company, chances are, they won't have it either.

Would it be worth it for me to buy a personal copy?

It's pretty expensive.

I have built hundreds of custom pressure vessels and have never laid my hands on PTB-4. It may be useful if you need to check the validity of computer generated calculations as stated in APP. 10-5, but I use my old excel spreadsheets instead.
 
You want to justify it?
Tell your bosses that the new ASME BPVC 2021 Edition contains changes regarding the Engineering Requirements.
Within Appendix 10, a new requirement under the Manufacturer's Quality Control System is provided for 10-5.
The manufacturer is now required to have procedures in place for the verification of computer programs used for Code design activities.
And that verification against examples found in ASME PTB-4, ASME Section VIII, Division 1 Example Problem Manual may be sufficient to show that verification is met.
