ASME requirement for attachement material

can we use a not listed material as an attachement welded directly to a pressure retaining part , for example a S235 Jr attachement welded directly to an SA 516 Gr 70 shell

Yes, provided the material is determined to be weldable in accordance with ASME Section IX. In other words you would have to qualify a welding procedure using this material in combination with a pressure retaining material (Section VIII, Div 1). Section I limits the carbon content to 0.35% or less for all materials joined to pressure retaining materials.

As it is Non Mandatory P-Numbers does that mean they are classed as Assigned or Un-Assigned materials ? (Or is that Listed or Unlisted materials ?)

App D is simply another way to look up a material to determine it's assigned P number. QW 422 lists materials numerically by their ASTM number where App D lists them numerically by P number.
If one knows the the ASTM number QW 422 is normally used to determine the assigned P number but, App D is a more convenient place to find all materials having the same P number.
