ASME S Certification

Hi all,
I want to get ASME certification for engineering and supply of boilers (Not Manufacturing) for my new company (S stamp). Can you please give your valuable advise how to start the process and how to proceed.

Further to add i have to major concerns at the moment and i will be thank full to you if you will add your valuable thoughts to it. See below my queries.

1) will it be possible for us to have certification by keeping the document originator (Design calculations etc) in dubai office, Checker in Netherland office and Approval can be from the person in dubai office also.

2) For QC we want to keep a remote person which will be basically stationed in head office (Netherland) but every now and then he will travell to the region whenever required for specified project. But basically he will be employ of head office of same company.

I will really appreciate if you will guide me on this or if you give me any ASME reference over this. This will enable me to first fill all the position before starting the certification program.
And incase you will have any thought particularly on the positions (Employees) that will be of great help.

Just To add, Scope of certification will lie under S-8 which is as below:

"
Design of power boilers with responsibility for compiling Code certification and for stamping the boiler at field sites controlled by the above location with fabrication and assembly subcontracted to holders of appropriate Certificates of Authorization.
