ASME SA-266 Mechanical Property Specimen Location

I have a forging with a cross section that looks like a donut and I'm trying to determine the location of mechanical property specimens. In SA-266 Section 8.1.1.1 it states "For hollow forgings, the longitudinal axis of the specimens shall be located midway between the center and outer surfaces of the wall." Does this mean the specimens shall be located at the midwall (since it states "surfaces" and there is an inner and an outer surface to this shape) or does it mean they shall be located at T/4 (meaning "center" is the midwall)?
