Can a raw material certified to an ASTM edition not included in ASME sec II B mandatory appendix II be used to certify finished product to ASME specification.
For e.g Can ASTM SB 425 2010 edition be used to prepare ASME SB 564 2015 edition?

You mean starting material. The answer is yes if not prohibited by the final material specification.

Yes, this is about the starting material. My doubt is, is it prohibited by ASME sec II part A mandatory Appendix II, provided the client specification is silent about edition of raw material to be used.

If I understand your concern, the final material specification is the material specification that the starting material would be certified against. I did not see anything in BPV Section II, Mandatory Appendix II that would prohibit a starting material from an earlier edition and different material specification to be certified to a newer and different material specification as long as all the requirements of the final material specification are met.
