ASME Sec. VIII, Div. 1, Short Term Up-set Condition 1

ASME VIII, Div. 1 defines Design Temperature and Pressure as T and P that shall not be less than the highest Temperature and Pressure in the most severe operating condition. Some people interpret it in a way that in the short term upset condition, P and T can be higher than Design Pressure and Temperature. Does any body know whether code has any definition for “short term”, or “up-set condition”, or any rules or regulation for short term upset condition? I appreciate any kind of help.

It is the responsibility of the owner to report such occurences to the regulator and should include a fitness for service assessment to ensure continued safe operation. ASME is only for new construction, API as well as others have guidelines to assist in such cases.
 
While B31.3 does have exactly what you are looking for, VIII-1 explicitly does not.

As rustbuster says, if you exceed, you are in a FFS situation. Perhaps some other members here can elaborate if ASME PCC has anything to say about this.

Reply: Yes. See UG-2(a), UG-20, and UG-21.

Reasonably anticipated upset conditions count.

Thanks everyone. So for ASME Sec. VIII, Div. 1 vessel, DT and DP shall include all possible condition in the life time of the vessel including short term upset condition.
