A welding procedure specification (WPS) that is qualified with a base material SA 106 Gr B (P-No. 1 Group 1) can be used with a base material ASTM A 350 Gr LF2 Class 1 (P-No. 1 Group 2)? The WPS does not have a PQR qualified with impact testing. The WPS was qualified to Section IX - 2013 using SMAW and filler metal 7018 G.

Correct. Group number is a supplementary essential variable and only applies when impacts are applicable.
 
A350 LF2 CL1 material requires impact test , so not sure you can use the above WPS to weld A350 LF2 material as WPS is qualified without impact test
 
The fact that the material specification requires impact testing of the material has no bearing on the qualification of the WPS.
 
One may use A-350 LF@ in pipe systems not subject to impact testing if one so chooses.
 
If the existing WPS only indicates "Group 1" then it is not acceptable to use with Group 2 materials.

Although Group numbers are a supplementary essential variable, the WPS should be revised to indicate acceptance of welding on group 2 materials, or "all" group numbers.
