I have a situation where Project was in Mexico o U stamp is not required so pressure vessel(P/V) is ASME U certified but without U stamp. This was ASME edition 2017. This project got cancelled so P/V is in storage. Now we found new project site in Mexico and we have an agreement in contract with customer that they would accept previously manufactured P/V per edition 2017 and with the original inspection and testing records.
So only concern and question here is that; if we have agreement with customer in contract, would there be any potential that local authority later would not accept 2017 edition and enforce us 2021 edition. Is there anyways if we can clarify this situation right away at the project signing rather than facing problem later during the execution. Appreciate any tips.

That's surely a question for the customer and/or local certifying authority. Its also a matter for the terms stipulated in the contract. In my opinion, your client should determine with the local authority what is acceptable and convey that requirement to you the supplier contractually.

If it’s still not being stamped, then by code rules it would be fine as is. If however, you want to stamp that vessel, and the contract is dated this year, it will have to be done to the 2021 code. All this really means practically is you verify that the calcs and drawing still meet the new requirements (which honestly haven’t changed all that much).

Thanks with great feedback. P/V not U stamped (but U certified) and most likely not required to stamp in new project.

Are you the Manufacturer and also the Code Stamp Holder? If yes, what difference it makes between NOT U Stamped but U certified?
Code edition 2021 had been published as of 01 July, 2021. Any contract after 6 months of the code issuance becomes mandatory. If your contract was signed between 01 July, 2021 and the 6 months period, you will fall into the 2019 Edition.
Like other members said, it's upto the local authority who will decide what edition they will allow.

There are too many extra mandatory paper works for 2021 edition. You don't need to recertify to 2021, and no way to do that if you read all new added mandatory appendix in 2021. You can not redo all paper works after the fact.

I have a project in Columbia, similar to your situation. We found several un-used vessels built to at least more than 5 years older code and rusty in California. We cleaned it up, resurfaced face of flange if it does not meet the profile, get the original paper works, shipped to Columbia and put into service. 10 years past.
South America normally does not need NBR or care for any code stamp. Just built to code, that's about it. Even I have big project in Saudi, they don't need NBR.

Thanks, we are not manufacturer. P/V was not U stamped because it was not mandatory in that project which got cancelled.

Thanks. Yes some countries does not require code stamp. So in your case, did authority in Columbia accept vessels based on previous version?
