Any experienced PV Engineer can explain what helps them decide if they should follow Div 1 for a particular analysis or if they require a Div 2 design by analysis instead.

A big part is going to be which stamps are available, and the familiarity of the designers with both divisions.

I’d say jurisdictional requirements rather than available stamps.
