ASME VIII Div 2 question re AF 402 1

AF-402 3rd sentence states"The exemptions for post weld heat treatment in Tables AF-402.1 and 402.2 are not permitted when the vessel is designed for lethal service. (AG-01.1(c)...."
However, the Notes of Table AF-402.1 for P1 material (2)(b)1,2,3,4, list conditions where heat treatment is NOT Mandatory even if the vessl is designed for lethal service (AG 301.1 (c).
Question: Is PWHT required for welds if the conditions listed in Table AF-402 for P1 material Note (2) (b)1,2,3,4, are met ?
Proposed answer: No
Is there an interpretation on this subject ?

Yes, this is correct. Read Footnote 3 for what is lethal service.

No. The Table does not apply for exemptions to PWHT based on AF-402 and Footnote 3.
