ASTM B366 Tee with Welded Outlet

I am looking at a B366 Tee that the outlet is partially formed by the manufacturer and they have also welded a pup to complete the tee dimensional requirements. The main body of the tee is seamless. The weld has be radiographed. The MTR of the fitting only states the type, size and ASTM specification. The fitting is marked as WPNC-WX 400 B366.

How does this fitting comply with ASTM B366, ASME B16.9 and be marked WPNC-WX?

Wouldn't it be non-compliant with B16.9 section 1.3 and thereby not be permitted to be marked as mentioned?

Refer to B366, table 2. The left column (Corrosion-Resistant Fitting) identifies the marking for MSS fittings, whereas the 2nd column is for marking of B16.9 fittings. Table 4 further details marking.

At first sight this looks like an MSS SP 43 fitting, however the marking is as per B16.9. Im not sure why (or why not) such construction is allowed under B16.9.
 
B16.9 section 1.3 regarding fabricated fittings with circumferential welds are considered fabricated and not part of the scope of B16.9 therefore can't be marked with WP.

What is meant by circumferential welds is what I'm not sure about.

I agree. This is non-compliant with B16.9, section 1.3

However, and this is strictly my opinion, if the manufacturer does a proof test per section 9 of the spec, I would request a non-conformance report from the manufacturer and approve a disposition of "Use As Is" on the NCR, with the proof test as means of justification. You will more than likely have to have this approved by your client as well.

That or just provide you with a replacement Tee. Being a nickel based fitting, neither option may be inexpensive
or expedient.
